Why are Arsenal not scoring as many goals?

Mikel Arteta once said that it is a non-negotiable to score 90 to 100 goals to "be with the top teams" in the Premier League.
People can pick holes in that logic and point to outlying situations like when City won the league in the 2020/21 season with 83 goals, for example, but the overriding point stands - outliers do not disprove the rule.
